Memorandum of Agreement Signing: LBRDC and OGCC
On December 26, 2025, a Memorandum of Agreement (MOA) was formally executed between LBP Resources and Development Corporation (LBRDC) and the Office of the Government Corporate Counsel (OGCC). The ceremony took place at the OGCC Office, MWSS Administration Building, Quezon City.
The signing was led by Hon. Solomon M. Hermosura, Government Corporate Counsel, and Atty. Reginald Jeremy I. Wan, Assistant Government Corporate Counsel, alongside the dedicated OGCC team.
Representing LBRDC were Col. Ricardo C. Juliano (Ret), CPA, PA, MNSA, President and CEO, accompanied by Atty. Kimberly Clark M. Balingit and the Construction Management Department team: Engr. Jobert Barce, Engr. Sandra Marie Cruz, and Arch. Edward Bulario. This collaboration marks a significant milestone in strengthening institutional partnerships and advancing shared goals for sustainable development.
During the ceremony, Hon. Solomon M. Hermosura remarked: “This renovation is timely. As we celebrate the 90th year of the OGCC, we are reminded that institutions endure not only because of laws and mandates, but because each generation chooses to improve what it has inherited... A workplace is never just a physical space. It shapes how people think, how they work, and how they serve.”
In response, PCEO Col. Juliano delivered an inspiring message emphasizing the project's impact and reaffirming LBRDC’s commitment to sustainability, efficiency, and excellence. He noted that LBRDC continues to deliver high-quality, compliant solutions that empower partners in the public sector to serve the nation better. He also highlighted the LBRDC GAD Comfort Room Projects as a key component of the corporation’s ongoing Gender and Development initiatives.
